That is a way to inject difficulty, but it is one of the least satisfying systems to overcome. While I wouldn’t normally comment on hear-say, on default settings, the AI just refuses to exploit blunders. I get that good AI is hard to make, but it needs work. As a quick example, while fighting a war through my territory the AI kept killing my defenders in passing, but never actually stopped to capture the city they keep walking past. Their goal was some worthless, un-upgraded city held by a stronger rival. It would have been more fun for me (and more productive for the AI) if the AI were to capture my cities and force me out of the game altogether. The game is too short. This caused me a lot of difficulty early on. Gunpowder units by turn 9, wins typically under 20 rounds and frequently under 15. Even expecting a short (session-length) game, I expected a longer turn-count. This means that long-term planning is generally non-existent and you should focus on immediate needs over long-term growth.
Hexarchy Pre-Installed:
The map generation feels a bit weak. It is fine, certainly, but alternate algorithms could allow for a lot more interesting challenges. Safe valleys with resources in a high-risk central location. A loop where Everyone fights on two fronts at once. Isolate everyone on their own island and just make it a point race. Similarly, the end-of-game condition (points accumulated or elapsed turns) is also uninspired. Alternate game-end and victory conditions would do a lot to add variety. After the very early game, having the resources necessary to play most of the cards you draw isn’t a big issue. This is where turns get longer but less interesting; the series of interesting choices is over and now you’re just biding time until the final accounting takes place. Eventually, research just gets sold for money because it has no other use. That is especially noteworthy considering how few turns games last.
