Essentially, most players will just instinctively place down whatever structure or feature improvement “feels” good to place, rather than looking at all of the enviromental features of the region, optimizing them for a single type of tenant (for example, I made the western grasslands specialize in builder appeal) and then placing 2-3 housing units down for said tenant type. The appeal of a region will be multiplied by the amount of tenants of its appeal types living in said region. If you have 5 builder appeal and 2 builders, you get 10 builder tier points. If you have zero builders, those five builder appeal are pretty much wasted. It helps to think of this game’s building mechanics as a puzzle game element rather than a Simcity-type “build whatever” element. You need to match the region’s appeal type(s) to the wishes of whatever colonist type you want to settle in that region.
