The Zemsky Sobor was an early Russian national assembly that existed mainly during the 16th and 17th centuries. It functioned as a council where representatives from different social groups—nobles (boyars), church leaders, and common citizens from towns—came together to advise the Tsar on major state matters. Although it was not a permanent parliament, it was called during moments of crisis or when important decisions needed broader support. The assembly discussed issues like war, taxation, laws, foreign policy, and succession to the throne.

One of its most significant roles came in 1613, when Russia was suffering from chaos known as the “Time of Troubles.” The Zemsky Sobor gathered and elected Michael Romanov as the new Tsar, restoring stability and founding the Romanov dynasty. Over time, as Russian rulers strengthened their own power—especially under Peter the Great—the need for such a representative council declined, leading to the gradual disappearance of the Zemsky Sobor by the late 1600s.
