Should you run out of coal, the city will fall. There is research too to increase the efficency of your buildings, or to stack buildings on top of themselves. Your general goal of the game is to do quests for cities so they ally with you and their appearance on the map changes and you can customize the looks of your buildings too. If I had to compare it to another city builder, I would compare it to frostpunk. It is not as hard as frostpunk, but has some similar concepts. With the newest update for example, you venture into the cold and need to heat buildings.
